HWEA Water Plant Awarded Outstanding Plant in KY; J. Leslie Rogers Named Water Plant Operator of the Year
The Hopkinsville Water Environment Authority is pleased to announce that its McKenzie T. Moss Water Treatment Plant has received the Kentucky Water & Wastewater Operators Association’s (KWWOA) 2018 Outstanding Drinking Water Plant Award for the State of Kentucky.
Additionally, HWEA’s Water Plant was recognized by the Kentucky Division of Water for meeting its Area Wide Optimization Program (AWOP) goals for 2018. Only 55 of the State of Kentucky’s 144 water systems received the AWOP certificate which recognizes drinking water excellence by optimizing turbidity removal and reducing Disinfection By-Products formation. For 2018, HWEA’s Water Plant produced and delivered over 2.4 billion gallons of outstanding drinking water to Hopkinsville and Christian County. Water Plant employees are; Leslie Rogers, Nikki Chambers, Charlie Lane, Ray DeCoursey, Terry Meacham, John Hall, Tyler Papineau, Chandra Henderson & Kevin Duncan, and co-op student, Koby Batts.
HWEA President & CEO, Derrick Watson stated, “We are thrilled to have received the Outstanding Drinking Water Plant Award for the second time in 4 years and AWOP for the fourth time in the past 6 years. These awards are proof of the level of excellence and commitment HWEA staff demonstrate each and every day, in order to provide our community with safe, dependable drinking water.”

The Hopkinsville Water Environment Authority is pleased to announce that J. Leslie Rogers has been named the Kentucky Water & Wastewater Operators Association’s (KWWOA) 2018 Water Treatment Plant Operator of the Year.
Leslie retired from HWEA on April 30, 2019, after working in water treatment for 27 years. He began his career working for HWEA in 1992 and obtained his Class IV-A Drinking Water Operators license in 1998. He worked as a laborer, operator, Chief Operator and ultimately Supervisor at HWEA’s McKenzie T. Moss Water Treatment Plant. Even though retired from HWEA, he continues to serve on the KWWOA State Board of Directors, Conference Committee, and is also the Western Kentucky Water Representative. He also serves on a technical work group for the Kentucky Division of Water as well.
HWEA President & CEO, Derrick Watson stated, “Leslie’s experience, leadership and commitment to excellence are simply unmatched. He always encouraged his team to be “the best” and do whatever is necessary in order to produce the most outstanding drinking water possible. We are extremely fortunate to have had someone with Leslie’s expertise and willingness to serve his community”.
Under Rogers’ leadership, HWEA’s Water Plant received the KWWOA Outstanding Water Plant award 4 times and achieved the Area Wide Optimization Program (AWOP) certificate, a treatment optimization goal, 4 times as well. Rogers’ knowledge of water treatment was gained through his commitment to his profession and his dedication to continuously improving process and water quality.
