Upton began her career with the City of Hopkinsville in 1996 as Secretary to the CAO/City Clerk. She was promoted in 1998 to Deputy City Clerk and then again in 2002 to Assistant City Clerk. Ms. Upton was appointed as Hopkinsville’s City Clerk on March 27, 2006.
Since that time, she has been active in various areas of city government including training city officials and employees on records management while implementing a city-wide records management program. Ms. Upton is also responsible for codification of the city’s Code of Ordinances and has been instrumental in the restoration of the city’s archived City Council meeting minutes.
Upton has even issued a response to an open records request that was appealed all the way to the Kentucky Supreme Court in 2010. The Court upheld the decision and the ruling set a standard to protect personal information.
Ms. Upton is a current member of the Kentucky Municipal Clerks Association, the Pennyrile Municipal Clerks Association, and the International Institute of Municipal Clerks. She has also served her local community and civic organizations on many other boards.
