Hopkinsville's Crissy Upton Named 2016 Kentucky Municipal Clerk of the Year

Mayor Carter Hendricks and Gayle Davis, KMCA Clerk of the Year Committee Chair and Scottsville City Clerk, announced Hopkinsville’s own Crissy Upton was named the 2016 Kentucky Municipal Clerk of the Year in Louisville last week at an annual Spring Conference attended by city clerks from all over the Commonwealth.  Mayor Hendricks beamed, “Crissy is an outstanding member of Team Hopkinsville, and we are thrilled that she has again been recognized by her peers throughout the state for the dedication and professionalism she brings to the clerk profession.  In fact, just this past December, Crissy was also celebrated as the Pennyrile Region Outstanding City Clerk/Administrator of the Year.”

Upton began her career with the City of Hopkinsville in 1996 as Secretary to the CAO/City Clerk.  She was promoted in 1998 to Deputy City Clerk and then again in 2002 to Assistant City Clerk.  Ms. Upton was appointed as Hopkinsville’s City Clerk on March 27, 2006.

Since that time, she has been active in various areas of city government including training city officials and employees on records management while implementing a city-wide records management program.  Ms. Upton is also responsible for codification of the city’s Code of Ordinances and has been instrumental in the restoration of the city’s archived City Council meeting minutes.

Upton has even issued a response to an open records request that was appealed all the way to the Kentucky Supreme Court in 2010.  The Court upheld the decision and the ruling set a standard to protect personal information.

Ms. Upton is a current member of the Kentucky Municipal Clerks Association, the Pennyrile Municipal Clerks Association, and the International Institute of Municipal Clerks.  She has also served her local community and civic organizations on many other boards.
